Con Silard, CEO/President
Mr. Silard brings over 30 years of executive management experience in both Federal and commercial enterprises. Prior to Digimo, Mr. Silard was a Vice President, Science Applications International Corporation (SAIC) and responsible for major IT systems integration programs for both the Federal government and commercial industries. In addition, he has extensive consulting experience in mentoring emerging small businesses, as well a business process improvement for medium sized firms. He is a subject matter expert in the areas of enterprise strategic planning, IT strategic planning and acquisition planning, as well as advanced IT program management and financial planning.

Mr. Silard holds a BSBA from The American University and a MS, Information Technology, from the University of Maryland. In addition, he holds a Federal CIO Certificate and serves as Adjunct Faculty, University of Maryland, in the Executive Masters Program and the GSA Federal CIO University.

Dan Fichter, Executive Vice President/CIO Advisory Services
Mr. Fichter contributes over 25 years of executive management and technology consulting to Digimo's executive staff. Mr. Fichter was most recently a partner with Tatum, L.L.C. providing interim CIO and information technology collaboration services. Prior to Tatum, Mr. Fichter was CIO of the Newspaper Association of America and Barents Group L.L.C. He has successfully led large engagements in technology strategic planning, technical architecture definition, and project management within multiple development environments. He has expertise in: Trusted CIO advice to CEOs/COOs; Business issues conflict resolution; Selecting & mentoring new CIOs/Directors of IT; Strategic and tactical IT planning; Disaster recovery & business continuity planning; IT operating and capital budget financial analysis; E-messaging environment maximization; and IT organizational structure analysis.

Mr. Fichter holds a BA from University of Notre Dame in Politcal Science and a MBA from George Washington University.

Brad Treat, Executive Vice President/Entrepreneurial Services
Mr. Treat leads Digimo's entrepreneurial services consulting group. He is currently serving as the Entrepreneur-In-Residence at Cornell University. Mr. Treat is also the co-founder and former CEO of SightSpeed, an innovative video and voice communications company. Together with co-founders Aron Rosenberg and Cornell University Professor Toby Berger, Treat grew SightSpeed from a university research project at Cornell into the world's premier video calling software. SightSpeed now ships with over half of the world's webcams, and is used for hundreds of millions of minutes a month in every country in the world. Earlier in his career, Treat worked for eight years in the automotive industry at Bowles Fluidics and GKN Automotive, where he was responsible for engineering, operations, and personnel management within the high precision, high volume industrial units.

Mr. Treat holds a BS in mechanical engineering from North Carolina State University and an MBA from the Johnson School at Cornell.

Mary Hoferek, PhD, Vice President for Data Management
Dr. Hoferek brings over 20 years of information technology experience to Digimo. She advises on the architecture, design, and development of complex, large scale data models. She has built and managed the construction of numerous data models for various applications including financial, air traffic control, agriculture and defense. In addition to Digimo, Dr. Hoferek is a professor for universities in the Maryland/DC area teaching at the graduate level, and is a published author in data modeling and data management systems.

Dr. Hoferek holds a BA from Trenton State College, a MA from University of Michigan, a PhD from University of Wisconsin-Madison, and a MS from The American University.

Brian Jenkins, SPHR, Vice President for Human Resources & FSO Support Services
Mr. Jenkins has over 16 years of diversified experience in supporting emerging small businesses in both the Federal and commercial sectors, including such diverse industries as information technology, construction, facilities management, ordnance and hazmat disposal, accounting and finance, and healthcare.  He provides a broad range of capabilities that cover all aspects of Human Resources and FSO functions, including the specific requirements which are unique to companies working in the Federal and security clearance environments.  His background includes ground-up development of both Human Resources and FSO functions for such companies as UXB International, Sytel, and SETA Corporation. 

Mr. Jenkins holds a BA from James Madison University , and is certified as a Senior Professional in Human Resources (SPHR) by the Human Resources Certification Institute.

Frances Soskins, Senior Vice President, Quality and Process Improvement
Ms. Soskins successfully leads organizations and project teams to achieve process-related maturity levels to meet their business objectives. She brings over 20 years of software development and management experience plus 12 years of process improvement and quality assurance oversight to guide teams small and large to measurable and cost-effective process improvements. Her experience spans commercial, military, and government agency systems involving a wide variety of functional, legal, security, logistical, and technical requirements. Ms. Soskins is authorized by the Software Engineering Institute (SEI), Carnegie Melon University, to perform the formal Standard CMMI (Capability Maturity Model Integration) Appraisal Method for Process Improvement (SCAMPI) and to present the SEI’s official CMMI Introduction course. As an authorized Lead Appraiser, the results of CMMI-based appraisals that Ms. Soskins conducts can be posted on the SEI web site, officially used for marketing purposes, and advertised.

Ms. Soskins has a BS degree in Chemistry from the University of California, Berkeley, and an MS in Systems Engineering from West Coast University.
